Report: FCC Set to Approve Verizon-Cable Co. Spectrum Deal

Daily Insight | Richard Karpinski | July 10, 2012

Verizon’s U.S.$3.9 billion bid to purchase spectrum from the SpectrumCo cable consortium is about to get a shot in the arm, as the Federal Communications Commission (FCC) is reportedly set to approve the deal this week.

Reuters reports the FCC is prepared to approve the deal, leaving only the U.S. Department of Justice (DoJ)—which is still mulling whether the deal will result in higher prices for consumers—in the way. That DoJ’s decision isn’t expected until August.

Yankee Group Senior Analyst Rich Karpinski comments

“If this story proves correct, Verizon has to be thrilled, as picking up SpectrumCo's parcel of spectrum is much more valuable than co-marketing arrangements consumers may or may not be interested in anyway. Yankee Group has examined the impact of this spectrum deal in some detail. At the center of the agreement is an additional 20 MHz of prime AWS spectrum that gives Verizon a gold-plated spectrum position for years to come. Verizon has been smart to voluntarily trade some of its non-contiguous AWS spectrum ahead of—and to help grease—deal approval, and some additional, unannounced deals may still be in the offing. Potential problems at the Department of Justice should not be underestimated. After all, it was a DoJ suit that scuttled the AT&T-T-Mobile deal. And indeed, the DoJ is doing the right thing in making sure a Verizon-Comcast combo doesn't throw its power around unfairly—perhaps limiting backhaul network access to rivals. Our bet is that Verizon will be willing to make concessions in that area to preserve its spectrum windfall.”
